Child custody agreements are not always 50-50. People looking to make 65-35 the starting point for negotiations say even their bill would be an improvement.

While “ Illinois Fathers” is one of the backing groups, dads do not have an exclusive claim on this problem. Chicagoan Gwendolyn Chubb says she has not seen her kids in six years.

“No one should ever go through this type of pain,” she says. “I wake up in the morning, and I say, ‘Lord, let this be the day that I get my children back or the day that someone kills me.’”

Supporters say the child custody system today is an all-or-nothing game and that the people involved can find it too easy to get a judge on their side.
